Transitional Housing
Individuals and families in these categories are eligible for Transitional Housing:
- Category 1
- Category 2
- Category 4
Rapid ReHousing
Individuals and families in these categories are eligible for Rapid ReHousing:
- Category 1: with one exception:
- People in Transitional Housing are not eligible for Rapid ReHousing.
- Category 4
Permanent Supportive Housing
Individuals and families in these categories are eligible for Permanent Supportive Housing:
In addition, PSH can only provide assistance to individuals with disabilities and families in which one adult or child has a disability.
To qualify for PSH, a person must:

- Category 1, with these caveats:
- Individuals and families in transitional housing must have been living in an emergency shelter or in a place not meant for human habitation immediately prior to entering the transitional housing program.
- Homeless individuals and families in transitional housing with a qualifying disability who are fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking, or other dangerous or life threatening conditions and are living in transitional housing are eligible for permanent supportive housing even if they did not live on the streets, emergency shelters or safe havens prior to entry in the transitional housing.
In addition, PSH can only provide assistance to individuals with disabilities and families in which one adult or child has a disability.
To qualify for PSH, a person must:
- Have a physical, mental or emotional impairment, including an impairment caused by alcohol or drug abuse, post-traumatic stress disorder, or brain injury that is:
- expected to be long-continuing or indefinite duration;
- substantially impedes the individual's ability to live independently;
- could be improved by the provision of more suitable housing conditions;
OR
- Have a developmental disability as defined in section 102 of the Developmental Disabilities Assistance and Bill of Rights Act of 2000 (42 U.S.C. 15002);
OR
- Have AIDS or any conditions arising from the etiologic agent for AIDS, including infection with the HIV.
